Jeff Loveng
Founding Partner
Jeff Loveng is a Founding Partner of Covenant Government Affairs, where he advises clients on federal legislative, regulatory, and political strategy. He brings more than three decades of experience in government affairs, Capitol Hill operations, and corporate advocacy.
Prior to co-founding Covenant Government Affairs, Jeff served as Managing Partner of SBL Strategies, LLC, and previously as President of Vandor Strategies, LLC. Since leaving Capitol Hill in 2011, he has represented a broad range of clients before Congress and federal agencies, drawing on deep institutional knowledge and long-standing relationships.
Jeff previously served as Chief of Staff to Congressman Bill Shuster, Chairman of the House Transportation and Infrastructure Committee. During this time, Congressman Shuster also served on the Armed Services, Natural Resources, and Government Reform Committees and held leadership roles within the House Republican Conference, including Regional Chairman of the NRCC and member of the Deputy Whip Team. During the 2010 election cycle, Jeff took a leave of absence to lead NRCC election initiatives across Pennsylvania, New York, and New England, contributing to the Republican Party’s successful effort to regain the House majority.
Before returning to Capitol Hill, Jeff spent four years leading the Washington, D.C. office of FirstEnergy Corp., serving as the company’s primary federal government affairs representative. Earlier in his career, he was Federal Government Affairs Manager for GPU Corp., a vertically integrated electric utility operating in Pennsylvania and New Jersey.
Jeff began his Washington career in 1991 on Capitol Hill, serving in a variety of legislative roles for Congressman Mike Crapo, Senator Dirk Kempthorne, and Congressman Ron Packard.
A native of San Diego, California, Jeff holds a Bachelor of Science degree in Economics from the University of Idaho.
